USA-UK deal on AI Safety Testing


Context: In continuation of commitments established at the Bletchley Park AI Safety Summit, the United States and the United Kingdom signed an agreement on Monday (April 1) to collaborate on the development of tests for the most advanced artificial intelligence (AI) models.


About the Deal:
1. Collaborative Efforts: The United States and the United Kingdom have entered into an agreement to jointly develop tests for advanced artificial intelligence (AI) models. This collaboration aims to share crucial information about the capabilities and risks associated with AI systems.
2. Immediate Implementation: The agreement has taken effect immediately, signifying a swift initiation of cooperation between the two nations in the field of AI safety and security.
3. Technical Research Sharing: Both countries will exchange fundamental technical research on AI safety and security. This exchange of knowledge will facilitate a better understanding of the risks posed by AI systems and aid in the development of robust safety measures.
4. Alignment of Approaches: The US and UK AI Safety Institutes will work towards aligning their scientific approaches to accelerate the development of evaluation protocols for AI models, systems, and agents. This alignment aims to ensure the effectiveness of safety testing procedures.
5. Partnership Expansion: The US and UK have committed to expanding their partnership on AI safety by developing similar collaborations with other countries. This commitment reflects their dedication to promoting AI safety on a global scale.
6. NTIA Consultation: The National Telecommunications and Information Administration (NTIA) in the US has initiated consultations on the risks and benefits of open-source AI models. This consultation follows an executive order issued by the Biden administration on the safe deployment of AI systems.
7. Meta and OpenAI Contributions: Companies like Meta and OpenAI have provided inputs to the NTIA consultation, advocating for responsible open-source AI and highlighting the importance of balancing openness with safety and security considerations.
8. Middle Path Approach: OpenAI has emphasized the importance of both open weights releases and API-based releases for achieving beneficial AI outcomes. This balanced approach acknowledges the potential benefits and risks associated with different AI deployment strategies.


How the world is grappling with AI Regulations:
1. Legislative Challenges: Lawmakers globally are struggling to regulate AI to address its potential downsides, while private industries continue rapid innovation.
2. Indian Governments Advisory: The Indian IT Ministry initially issued an advisory requiring generative AI companies deploying untested systems in India to seek government permission. However, this move faced criticism, leading to the scrapping of the advisory and issuance of a new one without the requirement for government approval.
3. EU AI Act: Last year, the European Union (EU) reached a deal with member states on its AI Act, which includes safeguards on AI use within the EU, particularly regarding its adoption by law enforcement agencies. Consumers are empowered to launch complaints against perceived violations.
4. US Executive Order: The US White House issued an Executive Order on AI, offering it as a template for other countries seeking to regulate AI. It follows a blueprint for an AI Bill of Rights released by Washington last October, viewed as a foundational document for the subsequent executive order.
