Proposed Stiff Red Entry Rules in Revenue Records to Curb Stubble Burning

 • State Interventions and Opposition: States like Haryana log violators on portals such as \'Meri Fasal Mera Byora\' to bar scheme benefits for two years, while farmer unions and state leaders oppose penal FIRs, advocating instead for cash incentives.

 • Stubble Burning: The intentional burning of crop residue, such as paddy straw, after harvesting to rapidly clear fields for the subsequent sowing season. 

• Red Entry: A penal remark recorded in official land revenue records against a landowner\'s property for violating environmental or administrative regulations. 

• Environmental Compensation: A financial penalty levied on polluters based on the \'Polluter Pays Principle\' to restore environmental damage caused by unauthorized activities. 

Legal and Constitutional Framework 

• Article 21 of the Constitution: Guarantees the Right to Life, which the Supreme Court has expanded to include the right to a clean and healthy environment free from severe air pollution. 

• Commission for Air Quality Management in NCR and Adjoining Areas Act, 2021: Empowers the CAQM to lay down regulations, enforce environmental compensation, and coordinate anti-pollution measures across NCR states. 

• Section 15 of Environment (Protection) Act, 1986: Provides statutory backing for imposing penalties and enforcing compliance against activities causing environmental degradation.
