I&B Ministry Notifies New Film Certification Guidelines for CBFC

• Restrictions on Anti-Social Content: CBFC must ensure scenes do not glorify anti-social activities, violence, drinking, or depict criminal operational methods likely to incite offences. 

 • Protection of Vulnerable Groups: Strict curbs are mandated against depicting children as victims, perpetrators, or forced witnesses to violence and abuse, alongside prohibiting ridicule of persons with disabilities or cruelty to animals.  • Industry Awareness Drive: CBFC Chairperson Shashi Shekhar Vempati urged filmmakers and trade associations to thoroughly review the revised framework prior to submitting content for certification.

 • UA Category (Unrestricted Public Exhibition with Parental Guidance): A classification requiring caution from parents or guardians regarding whether children below a specified age (7, 13, or 16 years) should view the film. 

 • Psychotropic Substances: Natural or synthetic drugs that alter mental processes, emotional states, or behavior, subjected to strict legal regulation under Indian law.

 • Article 19(1)(a) & 19(2) of the Constitution: Protects freedom of speech and expression, subject to reasonable restrictions in the interests of public order, decency, morality, and sovereignty.

 • Cinematograph Act, 1952: Establishes the statutory framework for regulating public exhibition of films and empowers the CBFC to grant, refuse, or modify film certifications. 

• Cinematograph (Certification) Rules, 2024: Updates operational standards and age classification metrics to align film regulation with modern viewing demographics and international best practices.
