India Science Ecosystem: Addressing Priorities over Talent in Research & Development

Key Highlights & Summary

• India faces a structural gap in scientific output not due to a lack of talent, but because of misplaced priorities and underfunding in basic science research.

 • Gross Expenditure on R&D (GERD) in India stands at approximately 0.64% of GDP, significantly lower than the US (3.4%), Germany (3%), Japan (>3.5%), South Korea (>5%), and China (~2.7%).

• Private sector participation in Indian R&D is only around 40%, whereas businesses contribute nearly three-quarters of total R&D funding in economies like the US and China.

• There is excessive pressure on scientists to yield immediate commercial products, patents, or technologies, leading to underinvestment in foundational basic science.

• Structural reforms require creating a dedicated basic-science funding window, dividing grants into discovery-translation-deployment portfolios, and establishing national shared research infrastructure (e.g., genomics, biobanks, AI platforms).

• Research evaluation metrics must shift away from administrative micromanagement and publication counts toward rewarding original discovery, reproducibility, and real-world scientific impact.

 Essential Definitions

• Gross Expenditure on R&D (GERD): The total expenditure (current and capital) incurred by all resident companies, research institutes, university laboratories, and government agencies in a country during a given period.

 • Basic Science (Fundamental Research): Scientific research aimed at expanding fundamental knowledge and understanding of underlying mechanisms without immediate commercial or product-oriented goals.

 • Translational Research: The process of applying findings from basic scientific research to practical applications, technologies, diagnostic tools, and products.

 • Impact Factor: A quantitative metric measuring the average number of citations received by articles published in a academic journal, often used to evaluate journal prestige.

Legal and Constitutional Framework

 • Article 51A(h) of the Constitution: Enshrines a Fundamental Duty upon every citizen of India to develop the scientific temper, humanism, and the spirit of inquiry and reform.

• Anusandhan National Research Foundation (ANRF) Act, 2023: Provides high-level strategic direction for scientific research in India, aiming to seed, grow, and promote R&D while fostering private-sector investments.

• Science, Technology, and Innovation Policy (STIP): A key government framework aimed at boosting national scientific capability, encouraging private-sector R&D investments, and nurturing open science infrastructure.

Conclusion Building a resilient innovation ecosystem requires moving beyond short-term product outcomes to robustly supporting curiosity-led basic science. By expanding R&D expenditure, encouraging private funding partnerships, and relaxing administrative micromanagement, India can transform its vast talent pool into breakthrough scientific leadership.

UPSC Relevance

• GS Paper III (Science and Technology): Directly relevant to Indigenisation of Technology, R&D Expenditure, Issues related to Intellectual Property Rights, Science & Technology Policy, and the Anusandhan National Research Foundation (ANRF).
