• Inter-State River Water Dispute: A formal dispute between two or more state governments regarding the use, distribution, or control of waters of an inter-state river or river valley. 

• Central Water Commission (CWC): A premier technical organization in India functioning under the Ministry of Jal Shakti, responsible for initiating and coordinating water resource control, conservation, and utilization schemes.  

• Riparian Rights: Legal entitlements of landowners or administrative territories adjoining a natural watercourse regarding the reasonable use of its water flow. 

• Mahanadi River Basin: A major east-flowing peninsular river system originating in Dhamtari district (Chhattisgarh) and flowing through Odisha into the Bay of Bengal.

 Legal and Constitutional Framework

 • Article 262: Empowers Parliament to enact laws for the adjudication of disputes relating to the use, distribution, or control of waters of inter-state rivers or river valleys. 

• Article 262(2): Allows Parliament to bar the jurisdiction of the Supreme Court or any other court over such inter-state water disputes. 

• Inter-State River Water Disputes (ISRWD) Act, 1956: Enacted under Article 262 to provide for the constitution of ad-hoc tribunals upon state request for resolving water conflicts. 

• Seventh Schedule (List II, Entry 17): Grants states jurisdiction over water supplies, irrigation, canals, drainage, embankments, water storage, and water power.
