• Global South: A collective term referencing developing, emerging, and low-income countries primarily located in Africa, Latin America, Asia, and Oceania that share common historical and economic development trajectories.

 • BRICS Sherpa: A senior official or designated diplomat representing a member nation’s head of state who conducts preparatory negotiations to build consensus on summit declarations. 

Legal and Constitutional Framework 

• Article 51(c), Constitution of India: Directs the State to foster respect for international law and treaty obligations in organized dealings among sovereign nations.

 • Article 246 read with List I (Union List), Seventh Schedule: Grants exclusive legislative power to the Union Parliament over Foreign Affairs (Entry 10) and International Treaties, Agreements, and Conventions (Entry 14).
