 • Proposal for Local Currency Expansion: India called upon BRICS member and partner nations to expand cross-border trade settlements in national currencies and integrate domestic payment architectures. 

• Firm Rejection of Common Currency: New Delhi officially maintained its opposition to creating a common BRICS monetary unit or alternative reserve currency, prioritizing national currency mechanisms over a unified monetary system.

 • Globalizing Digital Public Infrastructure: Union Commerce and Industry Minister Piyush Goyal urged BRICS partners to leverage India’s Digital Public Infrastructure (DPI), highlighting that UPI handles over 250 billion transactions annually, comprising over half of global instant payments.

 • Expanding Footprint of UPI: The Minister highlighted that India’s Unified Payments Interface (UPI) has established cross-border acceptance across 11 nations, demonstrating its scale for international financial interoperability. 

• Joint Declaration on Cross-Border Payments: BRICS finance ministers and central bank governors recognized progress on the BRICS Cross-Border Payments Initiative, endorsing payment messaging channel interoperability while acknowledging that no single approach fits all members.

 • Hosting the BRICS Business Forum: The initiative was showcased during the BRICS Business Forum and Leaders\' Summit held in New Delhi, building upon the framework established at the 2025 Summit in Rio de Janeiro.

 Essential Definitions 

• Digital Public Infrastructure (DPI): Shared digital network foundation—comprising digital identity, payment systems, and data exchange layers—that enables public and private entities to deliver essential services at scale.

 • Unified Payments Interface (UPI): An instant real-time payment system developed by the National Payments Corporation of India (NPCI) facilitating inter-bank peer-to-peer and person-to-merchant transactions. 

• Local Currency Settlement (LCS): A bilateral financial mechanism enabling two trading countries to settle commercial transactions directly in their respective national currencies, eliminating the reliance on a third currency such as the US Dollar.

 Legal and Constitutional Framework

 • Reserve Bank of India Act, 1934: Regulates exchange rate operations, reserve management, and currency issuance, empowering the RBI to enter into currency swap agreements and frame cross-border transaction protocols. 

• Foreign Exchange Management Act (FEMA), 1999: Statutory framework governing crossborder capital and current account transactions, authorizing special Vostro account mechanisms for local currency trade settlement. 

• Article 51(c), Constitution of India: Directs the State to foster respect for international law and treaty obligations in organized dealings among sovereign nations. 

• Article 246 read with List I (Union List), Seventh Schedule: Grants exclusive legislative power to the Union Parliament over Foreign Affairs (Entry 10), Foreign Exchange (Entry 36), and International Trade (Entry 41). 

Conclusion India’s push for local currency trade settlement and Digital Public Infrastructure integration within BRICS balances economic resilience with monetary autonomy. By scaling UPI internationally while opposing a common BRICS currency, India advances pragmatic financial cooperation without disrupting the established global monetary system.
