Siang Dam: Strategic Imperative And Local Opposition In Arunachal Pradesh

Key Highlights

 • The 11200MW Siang Upper Multipurpose Project (SUMP) is touted as India\'s largest hydropower project, designed primarily to counter China massive upstream dam plans on the Yarlung Tsangpo.

• Tensions are rising in Arunachal Pradesh Siang belt, with the indigenous Adi community and youth leaders staging shutdowns, rallies, and protests against the project.

 • The project gained urgency after China approved a 60000MW lower Yarlung Tsangpo hydropower project in December 2024, raising security concerns over potential water weaponization.

• Experts and local stakeholders have questioned rushing the project beyond the pre-feasibility stage without assessing the precise operational scope and impact of Chinese upstream infrastructure.

• Chief Minister Pema Khandu assured that extensive consultations, social impact assessments, and detailed project reports will be conducted, and the dam will not proceed if found unfeasible.

Essential Definitions

• Yarlung Tsangpo: The upper stream of the Brahmaputra River originating in Tibet, China, before flowing into Arunachal Pradesh as the Siang.

 • Riparian Rights: Legal rights of countries or communities situated along the banks of a river to utilize and access water resources equitably.

Summary & Background

• The roots of harnessing the Siang and Subansiri rivers date back to 1982 under the Brahmaputra Board, though countering Chinese projects became a central national concern around 2013.

• In 2017, smaller proposed stages were merged into the SUMP, transforming it into a critical strategic counter-measure against upstream river diversion risks.

• Indigenous residents fear massive displacement, loss of ancestral land, and destruction of their deep cultural, economic, and religious ties to the Siang river.

 Legal And Constitutional Framework

 • Article 21: Protects the right to life and livelihood, forming the constitutional basis for demanding fair rehabilitation and protection of indigenous habitats

 • The Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement Act, 2013: Governs mandatory social impact assessments, consent, and compensation for displaced populations.

• Scheduled Tribes and Other Traditional Forest Dwellers (Recognition of Forest Rights) Act, 2006: Protects community rights, cultural heritage, and customary land use of indigenous tribal populations. Impact & Measures

• Constructing a mega-dam helps store water to mitigate upstream flow manipulation or sudden water releases by China, safeguarding downstream national security.

• Local communities face severe socioeconomic displacement, loss of fertile ancestral land, and disruption of traditional indigenous lifestyles.

• Implementing transparent pre-feasibility evaluations, comprehensive social impact assessments, and guaranteed consent frameworks can bridge the trust deficit between the state and local residents.

Conclusion

The Siang Upper Multipurpose Project highlights the complex trade-off between vital national security imperatives against Chinese hydro-hegemony and the socio-cultural survival of local indigenous communities. Balancing strategic defense needs with inclusive stakeholder consultation and robust environmental safeguards is essential for sustainable regional development.

 UPSC Relevance

• General Studies Paper II: Government policies and interventions for development in various sectors and issues arising out of design and implementation of policies.

• General Studies Paper III: Infrastructure (energy, dams), security challenges and their management in border areas, environmental impact assessment, and disaster management.
