Border Transgressions Keep Happening, Forces Guarding Very Well: Arunachal CM

Key Highlights

• Arunachal Pradesh CM Pema Khandu stated that border transgressions recur because China does not recognize the McMahon Line as the border.

• ITBP Director General Shatrujeet Kapur reported face-offs with the Chinese PLA across multiple locations in Arunachal Pradesh, praising ITBP Shaurya commandos.

 • India and China held Corps Commander-level talks at Wacha-Damai, India\'s easternmost border personnel meeting point in the Kibithoo sector, to address Upper Subansiri tensions.

• The Ministry of External Affairs clarified that the situation along the Line of Actual Control gets disturbed periodically due to Chinese divergence from established patrolling patterns.

 • CM Khandu highlighted that the proposed 11,200-MW Siang Upper Multipurpose Project serves primarily as a strategic defence mechanism rather than just a hydropower project.

Essential Definitions

• McMahon Line: The effective boundary line between Northeast India and Tibet agreed upon during the 1914 Simla Convention, which China refuses to officially accept.

• Line of Actual Control (LAC): The demarcation line separating Indiancontrolled territory from Chinese controlled territory in the absence of a mutually settled international boundary.

Summary & Background

• The McMahon Line, agreed upon in 1914 between British India and Tibet, acts as the de facto boundary in Arunachal Pradesh, but Beijing rejects its legitimacy claiming Tibet lacked treaty-making authority.

 • Overlapping perceptions of the Line of Actual Control routinely trigger patrolling face-offs between Indian armed forces and Chinese PLA units.

• Alongside border security, strategic infrastructure development like the Siang Multipurpose Project and promoting border tourism are being prioritized to assert territorial integrity and economic resilience.

Legal And Constitutional Framework

• Article 1(3): Defines the territory of India, encompassing states like Arunachal Pradesh as integral parts of the sovereign Union.

• Border Peace and Tranquility Agreement (1993): Bilateral framework establishing confidence-building measures and peaceful management of the Line of Actual Control.

 • Inner Line Permit (ILP) System: Regulated under the Bengal Eastern Frontier Regulation, 1873, restricting unauthorized entry to safeguard strategic border areas and indigenous security.  Impact & Measures

• Continuous deployment of elite units like ITBP Shaurya commandos ensures high operational readiness and effective border defense.

 • Development of strategic infrastructure, such as the Siang hydro-defence project, counters upstream river diversion risks and bolsters national security posture.

 • Promoting battlefield and border tourism integrates frontier communities into the national economy while enhancing borderland surveillance.

 Conclusion

Managing recurring border transgressions along the McMahon Line requires maintaining strong military deterrence alongside sustained diplomatic engagement. Expanding border infrastructure, empowering local communities, and securing river systems are imperative for safeguarding India\'s territorial sovereignty in the Eastern Sector.
