Merchant Discount Rate Introduced on High-Value UPI Transactions Key Highlights & Summary

• Introduction of MDR: The National Payments Corporation of India (NPCI) has introduced a 0.4% Merchant Discount Rate (MDR) on merchant UPI transactions exceeding ₹2,000, taking effect from October 15. 

• Exemptions for Small Vendors and P2P: Person-to-person (P2P) transfers and transactions done by small merchants earning up to ₹1 lakh monthly via UPI QR codes remain completely exempt from charges.

 • Sector-Specific Capping: Essential sectors such as Railways, telecom, insurance, fuel, and agriculture inputs face a flat ₹5 MDR on transactions above ₹2,000, while general transactions above ₹75,000 carry a fee cap of ₹300 per transaction.

 • Revenue Sharing Mechanism: The collected 0.4% fee will be distributed among digital payment ecosystem stakeholders, including acquiring banks, issuing banks, and payment app providers.

 • P2P Market Dominance: Government data indicates that P2P transfers account for 37% of total UPI volume and 70% of overall value, remaining free of charge regardless of the transferred amount.

 • Consumer Protection Advisory: The Ministry of Finance advised banks to ensure that midto-large merchants do not pass on these transaction fees directly to retail end-consumers. 

Essential Definitions 

 • Merchant Discount Rate (MDR): A fee charged to merchants by payment aggregators and banks for accepting payments through digital instruments such as debit/credit cards or UPI.

 • National Payments Corporation of India (NPCI): An umbrella organization for operating retail payments and settlement systems in India, established as an initiative of RBI and IBA. 

• Person-to-Person Merchant (P2PM): A business classification for small retail vendors receiving micro-payments via QR codes with monthly transaction limits capped up to ₹1 lakh. Legal and Constitutional Framework 

• Payment and Settlement Systems Act, 2007: Provides the statutory authority to the Reserve Bank of India (RBI) to regulate, supervise, and lay down policy frameworks for retail payment networks including UPI.

 • Section 10A of the IT Act, 2000: Grants legal recognition to electronic contracts and transactions executed through secure electronic infrastructure across digital banking channels. 

• Section 269SU of the Income Tax Act, 1961: Mandates specified business entities to provide facilities for accepting payments through prescribed electronic modes to promote digital economy compliance.
