Key Highlights & Summary 

• Adopted 5-Year Action Plan: India and the Association of Southeast Asian Nations (ASEAN) launched the ASEAN-India Medium-Term Plan of Action for Cooperation in Agriculture and Forestry (2026-2030) during the 9th Ministerial Meeting in New Delhi.

 • Co-Chaired Leadership: The meeting was co-chaired on 9 September 2026 by Union Minister for Agriculture and Farmers Welfare Shivraj Singh Chouhan and Philippines Agriculture Secretary Francisco P. Tiu Laurel.

 • Focus on Climate-Resilient Agriculture: Priority is placed on sustainable agricultural practices, emphasizing low-emission rice cultivation techniques to mitigate methane emissions and combat regional climate risks.  

• Digital Transformation & AI Integration: The roadmap promotes technology-driven solutions, including Artificial Intelligence (AI), Internet of Things (IoT) sensors, precision farming, and digital extension services.

 • Resilient Agri-Supply Chains: Both sides agreed to ensure uninterrupted trade flows of vital inputs like seeds and fertilizers while strengthening postharvest logistics, value-addition, and food security mechanisms.

 • Sustainable Forestry Management: Joint efforts will target forest restoration, agroforestry, bioeconomy solutions, and reducing open crop-residue burning to promote landscape conservation.

 Essential Definitions

 • Climate-Smart Agriculture (CSA): An integrated approach to managing landscapes— cropland, livestock, forests, and fisheries—that addresses the interlinked challenges of food security and climate change.

 • Low-Emission Rice Cultivation: Farming methodologies, such as Alternate Wetting and Drying (AWD), designed to reduce methane emissions from flooded paddy fields without compromising yields. 

• ASEAN-India Comprehensive Strategic Partnership: The elevated diplomatic alignment between India and ASEAN established in 2022 to drive regional stability, trade, and sectoral integration.

 Legal and Constitutional Framework 

• Article 48A (Directive Principles): Directs the State to protect and improve the environment and safeguard the forests and wildlife of the nation. 

• Article 51(c), Constitution of India: Encourages the promotion of international peace and security by fostering respect for international law and treaty obligations. 

• Act East Policy: India\'s key foreign policy pillar emphasizing proactive economic, strategic, and cultural engagement with Southeast Asian nations. 

• UN Sustainable Development Goals (SDG 2 & 13): Global targets governing Zero Hunger, sustainable food systems, and urgent action to combat climate change. 

Conclusion The 2026-2030 India-ASEAN farm and forestry roadmap reinforces regional food security and environmental sustainability. By leveraging digital innovation, low-emission agricultural methods, and shared research, this partnership strengthens resilience across Indo-Pacific agri-food supply chains.
