Leveraging Data Analytics and Technology to Widen the GST Base

Key Highlights & Summary

• Central and state tax authorities have been instructed to leverage deeper data analytics and technology rather than intrusive enforcement actions to widen the GST tax base.

 • Tax officials will monitor transactions where retail sales are misdeclared as business-tobusiness (B2B) sales to fraudulently claim Input Tax Credit (ITC).

• The initiative targets registered GST taxpayers who report zero cash tax payments by setting off their entire liability exclusively through eligible ITC.

 • Inspired by the Income Tax Department NUDGE campaign, tax authorities will deploy risk analytics and international datasharing networks like CRS and FATCA.

• An Invoice Management System (IMS) and e-invoicing for B2C transactions will be introduced to streamline invoice matching between buyers and sellers.

 • To facilitate seamless logistics, vehicle inspections will be restricted solely to tax officers from supplier or recipient states based on specific intelligence and due authorization.

 Essential Definitions

 • Input Tax Credit (ITC): The tax paid by a business on its purchases that can be deducted from its total output tax liability when making sales.

 • Invoice Matching: A technology-driven process of reconciling invoices issued by a seller with those claimed by a buyer to ensure legitimate tax credit claims.

 • NUDGE Approach: Non-intrusive Usage of Data to Guide and Enable compliance by alerting taxpayers to anomalies before taking formal legal action.

 • B2C E-Invoicing: Electronic generation and reporting of business-to-consumer invoices to government portals to curb retail sales misdeclaration.

 Legal and Constitutional Framework

 • Article 279A: Establishes the GST Council as a constitutional body empowered to make recommendations to the Union and States on GST governance and process reforms.

 • Central Goods and Services Tax (CGST) Act, 2017: Governs the levy and collection of CGST, rules for claiming Input Tax Credit, and enforcement mechanisms.

• Common Reporting Standard (CRS) & FATCA: Global legal frameworks for automatic exchange of financial account information used to detect offshore tax evasion.

Conclusion Focusing on non-intrusive data analytics and automated invoice matching represents a shift toward technology-led tax administration. By reducing manual interventions and curbing credit leakage, these measures bolster tax compliance while supporting ease of doing business across states.
