Context: An alert has been issued to police departments in states and Union Territories by the Union Home Ministry amid the surge in the ‘Digital Arrest’ trend.


About:


Definition: Digital arrest is a new and innovative tactic employed by cybercriminals to defraud gullible victims and extort money.


Modus Operandi: Fraudsters pose as law enforcement officials, such as police, Enforcement Directorate, or CBI. They manipulate victims into believing they have committed a serious crime.


• Deception Technique: Victims are deceived into believing they have been put under ‘digital arrest’. Victims are told they will be prosecuted if they do not pay the scammers a large amount of money.


• Use of Authenticity: Cybercriminals often use pictures or identities of police personnel to appear authentic.


• Monetary Demand: Criminals usually demand money from the target for a ‘compromise’ and closure of the
fictitious case.


Measures

Measures Taken by GovernmentInternational Measures
Indian Cyber Crime Coordination Centre (I4C): Blocked more
than 1,000 Skype IDs linked to such activities after collaborating
with Microsoft.
Budapest Convention: The first international
treaty to address cybercrime. <br> - India is not a
signatory.
Support to Police Forces: I4C provides inputs and technical
support to police forces of states/UTs for identifying and
investigating cases.
Internet Corporation for Assigned Names and
Numbers (ICANN): A US-based not-for-profit
organization for coordinating and maintaining
several databases.
National Cyber Coordination Centre (NCCC): Set up to
generate necessary situational awareness of existing and
potential cyber security threats and enable timely information
sharing
Internet Governance Forum: The United
Nations forum for multi-stakeholder policy
dialogue on Internet governance issues.
Chakshu Facility: A newly introduced feature on the
Sanchar Saathi portal that encourages citizens to proactively
report suspected fraudulent communications received via
call, SMS, or WhatsApp
